SUMMARY
Synopsis of Bill
Senate Memorial 26 proposes that the Senate be resolved that the Board of Barbers and Cosme-
tologists consider the efficacy of developing apprenticeships and internships for people with an
interest in “beauty culture,” and that the Board report on the matter to the second session of the
forty seventh legislature.
Significant Issues
The bill does not propose to whom the Board of Barbers and Cosmetologists should report.
The memorial does not specifically request the board to determine the efficacy of developing ap-
prenticeship and intern licensures; whereas the title of the bill refers to this request.
There are no provisions for apprenticeships in the Barbers and Cosmetologists Act.

RLD reports that the New Mexico Barbers and Cosmetologists Board (NMBCB) is in the proc-
ess of processing over 4,300 establishment renewals in conjunction with professional licensing
renewals. The Department asserts that the renewal process requires that all staff concentrate ef-
forts to ensure that renewals are processed in a 15-day period.
The Department asserts that because the NMBCB does not meet again until May 9, 2005, the
Board does not have the time to adequately study and provide an appropriate and accurate and
report on the matter in the time period requested.
ALTERNATIVES
RLD proposes that the NMBBC place this issue on an upcoming meeting agenda to be discussed
in detail and that at that time could request creating a committee to produce a report that may be
submitted to the sponsor for future action.
OTHER SUBSTANTIVE ISSUES
According to RLD, there is a potential public health and safety threat by allowing an untrained
person to perform services on the public.
RLD reports there are programs offered in high schools in the State Of New Mexico that offer
courses in beauty culture that are not under the authority of the Board. The Department further
reports that schools that are licensed by the board offer “career days” at high schools and career
fairs, as well as field trips to their schools.
