SUMMARY

Synopsis of Bill

Senate Joint Memorial 76 (SJM 76) requests federal, state, local and tribal planning

agencies to cooperate and support the initiatives of the American Planning Association

Indigenous Planning Division. The bill also encourages all planners that work with or for

tribal communities to convene a statewide summit on indigenous planning

.

Significant Issues

SJM 76 provides statistics on New Mexico’s American Indian and Alaska Native popula-

tion to highlight the need for indigenous planning for the benefit of tribal communities.

Further, it encourages federal, state, local and tribal planning agencies to cooperate and

support the initiatives of the American Planning Association (APA) Indigenous Planning

Division.

The Indigenous Planning Division is a professional organization that advocates for a

community development approach that is based upon an indigenous planning paradigm.

Indigenous planning is predicated on land-tenure principles and using the distinctive

worldviews of indigenous peoples to inform community development. Some of the long

term goals of the Indigenous Planning Division include: developing a professional sup-

port network of planners, tribal planners and indigenous planning practitioners; develop a

resource manual on approaches to community development; develop a curriculum and

certificate program on indigenous planning; and provide internships for students inter-

ested in indigenous planning.
