if they are used for other purposes.

SUMMARY
Synopsis of Bill
Senate Joint Memorial 16 requests the State Parks Division (SPD) of the Energy, Minerals and
Natural Resources Department acquire lands adjacent to City of Rocks State Park, Living Desert
Zoo and Gardens State Park, Conchas Lake State Park and Oasis State Park. This joint memorial
also provides the legislative authorization necessary for SPD to acquire these lands if and when
they become available.
Significant Issues
Private property owners have approached SPD regarding interest in selling property adjacent to
the state parks identified. If authorized, these properties could be acquired through a combina-
tion of purchase and donation.
SPD notes that by acquiring these lands, SPD would obtain significant areas rich in unique natu-
ral, cultural, and recreational resources.
