SUMMARY
Synopsis of Bill
Senate Joint Memorial 11 requests the Corrections Department to examine the need for, feasibil-
ity of and other issues regarding the possible expansion of the Guadalupe County Correctional
Facility by 52 cells to accommodate an additional 104 inmates. The Memorial requests the De-
partment report its findings and recommendations, if any, to the first session of the 48
th
legisla-
ture and provide two copies of the report to the Legislative Council Service Library.
ADMINISTRATIVE IMPLICATIONS
NMCD will have to assign qualified personnel to plan and perform the feasibility study.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL.
As of September 30, 2004, NMCD had 72 general population beds available. At the current es-
timated growth rate of 2.3 percent for fiscal year 2006, the Department will exceed capacity in a
year or less.
