SUMMARY
Synopsis of Bill
Senate Bill 1078 appropriates $1.2 million from the general fund to for expenditure in FY06 to
support ENLACE programs:
$400 thousand to the Board if Regents of the University of New Mexico,
$400 thousand to the Board of Regents of New Mexico State University, and
$400 thousand to the Commission on Higher Education for Santa Fe Community
College.
Significant Issues
The PED notes:
ENLACE stands for “Engaging Latino Communities for Education.” ENLACE New
Mexico was established with the assistance of a grant awarded by the W.K. Kellogg
Foundation as part of a national initiative to improve the educational participation and
graduation rates of Latino students through enhanced community involvement.
The PED also cites data showing a significant achievement gap between Latino Students and

other groups in New Mexico schools as well as dropout rate higher than other student popula-
tions in New Mexico. The PED further notes that Educational research has shown that, in order
to reduce this gap, efforts must come from different educational entities, parents and community
groups (Source: Baca and Cervantes, 1998; Bridglall and Gordon, 2003; Gregory, 2000; and
Krashen, S.1996. •
FISCAL IMPLICATIONS
The appropriation of $1.2 million contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to the gen-
eral fund.
ADMINISTRATIVE IMPLICATIONS
The post-secondary institutions receiving the appropriations will administer the programs.
