SUMMARY
Synopsis of Bill
Senate Bill 1012 appropriates $50.0 to fund New Mexico’s participation in a multi-state collabo-
rative to advance international education and respect for citizens of other ethnicities, nationali-
ties, and countries.
Significant Issues
According to PED, New Mexico has been a leader in the nation in providing funds to public
school districts for implementing Bilingual and Multicultural Education Programs. For the 2004-
2005 academic school years, there are 60 districts with 460 schools implementing Bilingual and

Multicultural Education Programs.
In addition, PED indicates that:
The state’s Bilingual and Multicultural Education Programs assist students to be-
come proficient in two languages and learn the culture and history of New Mex-
ico and other cultures in the world.
The proposed World-Class Education program pulls together many efforts of
communities, agencies, businesses, universities and teachers across the United
States and also with other countries.
The main goal of this program is to foster greater understanding of world cultures
and to prepare K-12 students to succeed in a global economy.
The International Education Programs will be integrated with the state’s content
standards-based curriculum and Bilingual Multicultural Education Programs.
PERFORMANCE IMPLICATIONS
Senate Bill 1012 would impact a core performance measure that assesses students in grades 3 to
9 on achieving proficiency or above on the New Mexico Criterion-Referenced Assessments in
Reading/Language Arts and Math.
FISCAL IMPLICATIONS
Senate Bill 1012 appropriates $50.0 from the general fund and is recurring. Any unexpended or
unencumbered balance remaining at the end and FY06 shall revert to the general fund.
ADMINISTRATIVE IMPLICATIONS
PED would monitor the program and the distribution of the appropriation.
