SUMMARY
Synopsis of Bill
Senate Bill 1008 appropriates $50 thousand from the general fund to the Indian Affairs Depart-
ment for the purpose of preparing incoming American Indian freshmen students for post-
secondary education at the University of New Mexico.
Significant Issues
The Indian Affairs Department reports.
The Indian Affairs Department is aware of the University of New Mexico’s American
Indian Summer Bridge (AISB) Program Mexico to provide student support and opportu-
nities to ensure academic success for all UNM American Indian students. The AISB pro-
gram goal is to immerse incoming freshmen students into the rigors of academic life and
prepare them academically and socially for the first-year experience at UNM. Students
attending the AISB take courses in math and Native American Studies, as well as semi-
nars in study skills, time management, and leadership development.

According to the University of New Mexico’s Spring 2005 official enrollment report,
American Indians comprised 5.87% of the student population in undergraduate, graduate
schools and professional schools. SB 1008 would greatly enhance the retention rates of
American Indian students at UNM by preparing them from the outset for the academic
challenges they will face throughout their time at the educational institution
FISCAL IMPLICATIONS
The appropriation of $50 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to
the general fund.
Continuing Appropriations
If Applicable
This bill creates a new fund and provides for continuing appropriations. The LFC objects to in-
cluding continuing appropriation language in the statutory provisions for newly created funds.
Earmarking reduces the ability of the legislature to establish spending priorities.
