SUMMARY
Synopsis of Bill
Senate Bill 1003 adds a new section to the Public School Code to create the Albuquerque Public
School-Community Partnership Pilot Project to determine whether public school-community
partnership committees with the authority to make changes in public schools will enhance the
performance of students in public schools that do not meet state standards.
Significant Issues
The bill describes the make-up of the committee to include 51 % parents and community and
49% teachers and school administrators, with each grade level having a representative. Two
members will represent the community at large and parents may select those members, ensuring
that all demographic groups have equal representation. The principal will be a member and will
determine the number of members.
The PED and APS will develop and conduct committee trainings.
APS will provide support the committee and share their successes and challenges, evaluate pro-
gress of the project through test scores and other measures deemed appropriate by the PED and

make periodic and final reports to the Legislative Education Study Committee (LESC).
PERFORMANCE IMPLICATIONS
Senate Bill 1003 relates to the public schools’ performance measures for the percent of students
achieving proficiency or above on criterion-referenced assessments in math and read-
ing/language arts.
FISCAL IMPLICATIONS
Senate Bill 1003 appropriates $975 thousand from the general fund and is recurring.
ADMINISTRATIVE IMPLICATIONS
According to PED, currently there are 23 APS schools in the School Improvement phase. It is
expected that there will be additional schools in school improvement because students in grades
3-9 will be tested as compared to students in grade 4 and 8 that were tested in 2004.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
According to PED, a similar committee exists at all schools through HB 212 Section 27. Advi-
sory School Councils are:
Required of all schools (not just School Improvement Schools);
Have membership balanced between school employees, parents and community
members;
Require the principal to be actively involved;
Are established by school board policy;
Are advisory in nature, but do provide recommendations to principals, and
May determine how supplemental funding from School Improvement Fund be
used.
