SUMMARY
Synopsis of Bill
Senate Bill 982 appropriates $1,000.,000 from the general fund to New Mexico Corrections De-
partment to be used for housing male inmates in privately operated correctional facilities.
FISCAL IMPLICATIONS
The appropriation of $1,000,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall revert
to the general fund.
NMCD reports the $1,000,000 appropriation would cover approximately 50 inmates at privately
operated facilities. NMCD states the funds would be utilized to cover inmate population growth.
NMCD reports the Department would have to request these funds in future years to the Legisla-
ture.
NMCD reports that many or most of the male inmates coming into the correction’s system will
be housed at one of the privately operated facilities in Hobbs or Santa Rosa. NMCD states the
money could probably be completely utilized in fiscal year 2006.

OTHER SUBSTANTIVE ISSUES
In October 2004, the Corrections Department reported to the Department of Finance Administra-
tion that the Department was short by $7.1 million in out-of-system (private) prison beds funding
for fiscal year 2005.
