SUMMARY
Synopsis of Bill
Senate Bill 933 appropriates $123 thousand from the general fund to the Department of Public
Safety for the purpose of providing a 10 percent salary increase to officers of the Motor Trans-
portation Division.
Significant Issues
The proposed legislation only accounts for the general fund portion of ten percent raises for the
Motor Transportation Division. Eighty percent of funding for personal services and benefits for
the Motor Transportation Division comes from the State Road Fund. To reach the full 10 per-
cent pay increase $442,341 in additional state road funds would be required.
PERFORMANCE IMPLICATIONS
DPS reports the Motor Transportation Division in recent years had a high rate of turnover. DPS

states the proposed legislation with the increase in State Road Funds for the 10 percent increase
would assist the division in attracting and retaining officers.
FISCAL IMPLICATIONS
The appropriation of $123 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall
revert to the general fund.
DPS states the appropriation does not address whether the increase is a cost-of-living adjustment
or merit increase, and does not give an effective date. DPS states the proposed legislation pro-
vides a two percent increase and does not alone provide sufficient funding for a 10 percent pay
increase for Motor Transportation Division employees.
