SUMMARY
Synopsis of Bill
Senate Bill 932 has several findings related to the critical importance of the military in New
Mexico, homeland security for the nation and the state and the need for appropriate training fa-
cilities for counterterrorism activities.
The bill appropriates $10.82 million from the general fund to the board of regents of New Mex-
ico Institute of Mining and Technology (NMIMT) to address various facilities needs at the coun-
terterrorism and military training facility in Playas, New Mexico as follows:
•
$8.21 million for a 10,000 foot runway with capacity to accommodate C130 aircraft and
to stabilize the existing runway road and tie-down area;
•
$400.0 thousand to renovate housing for military troops;
•
$250.0 thousand to renovate and remodel multistory buildings;
•
$285.0 thousand for target area for aircraft and target range for handguns and rifles;
•
$450.0 thousand for a maintenance building for military wheel and track vehicles and

equipment maintenance repair;
•
$600.0 thousand to purchase additional land;
•
$250.0 thousand for air conditioners;
•
$75.0 thousand for portable ammunition storage magazine for small arms; and
•
$300.0 thousand for chip seal for a road.
The bill has an emergency clause.
Significant Issues
The Playas town site was purchased in 2004 with $5 million in federal funds from Phelps Dodge
Corporation by the New Mexico Institute of Mining and Technology. The location formerly
served copper-smelting operations which ceased in 1999. The site consists of one section or 640
acres township plus 1,200 acres as well as 259 homes, 6 apartment buildings and community fa-
cilities. The site is intended for research and training in the areas of anti-terrorism and other na-
tional domestic preparedness programs.
Funding for projects included in this bill was not requested through the CHE funding cycle.
TECHNICAL ISSUES
A typographical error on page 2, line 4 should be corrected to “of”.
A typographical error on page 3, line 6 should be corrected by inserting a “(“ before $250,000.
FISCAL IMPLICATIONS
The appropriation of $10.82 million contained in this bill is a non-recurring expense to the gen-
eral fund. Any unexpended or unencumbered balance remaining at the end of a fiscal year
would revert to the general fund in FY08.
