SUMMARY
Synopsis of Bill
Senate Bill 910 appropriates $50 thousand from the general fund to the Martin Luther King
Commission to support an effective black parenting program.
Significant Issues
Effective parenting programs may be related to reduced incidences of involvement with the pro-
tective services or juvenile justice systems. Of the various parenting workshops and programs
currently available in New Mexico, it is unknown if there is a program targeted specifically to
black parents.
The New Mexico Martin Luther King Jr. State Commission supports the efforts of parenting for
all New Mexicans. Dr. King was inclusive of all races and so is the New Mexico Martin Luther
King Jr. State Commission. The Commission notes that funds would be utilized to develop or a
support an existing program.

FISCAL IMPLICATIONS
The appropriation of $50 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to the
general fund.
ADMINISTRATIVE IMPLICATIONS
MLK would to coordinate activities with CYFD.
TECHNICAL ISSUES
The bill makes an appropriation to “support” an effective black parenting program. The bill does
not specify whether an existing program is to be supported or a new program is to be developed.
The bill does not specify a target group for the program or define how the program is to be
deemed “effective.”
