SUMMARY
Synopsis of Bill
Senate Bill 851 appropriates $650.0 from the general fund to the Indian Affairs Department for
the purpose of repair of roofs of governmental buildings at the Pueblo of Picuris. The bill con-
tains an emergency clause.
Significant Issues
The Indian Affairs Department notes the Pueblo of Picuris is one of the most isolated communi-
ties in northern New Mexico. The Tribal Administration Office, which houses the Tribal pro-
grams and the Governor’s office, was built in the early 1970’s. The building has a pueblo archi-
tectural style and has a flat roof. Rain has begun to penetrate through the ceiling over time caus-
ing damage to the interior walls and to fixtures.
The work to be done would be to remove the existing roof, assess any structural damage and
mold contamination. Rotten vigas would need to be replaced, mold contamination would need to
be removed, the electrical system would need to be upgraded, and the roof replaced, repainted
and re-stuccoed.

This is an emergency request as there is significant structural damage and mold contamination to
the building that requires immediate attention. These conditions pose significant hazards and
affect the health and safety of tribal employees, community members and visitors at the govern-
mental buildings of Pueblo of Picuris.
FISCAL IMPLICATIONS
The appropriation of $650.0 thousand contained in this bill is a non-recurring expense to the
general fund. Any unexpended or unencumbered balance remaining at the end of FY06 shall re-
vert to the general fund.
