SUMMARY
Synopsis of Bill
Senate Bill 848 appropriates $1,500.0 from the general fund to the Department of Military Af-
fairs for the purpose of conducting a statewide, after-school educational and developmental pro-
gram at National Guard armories for at-risk youth between 13 and 17 years of age
This bill contains an emergency clause.
PERFORMANCE IMPLICATIONS
PED reports the proposed legislation could support the Department in meeting its performance
related to student health and well-being.
FISCAL IMPLICATIONS
The appropriation of $1,500,000 contained in this bill is a non-recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall
revert to the general fund.
ADMINISTRATIVE IMPLICATIONS
Department of Military Affairs will be administratively responsible for the proposed legislation.

The proposed legislation relates to Senate Bill 197 for a school drug demand reduction program.
OTHER SUBSTANTIVE ISSUES
In fiscal year 2005, the Public Education Department was appropriated $30,000 to fund a similar
program through the Department of Military Affairs for five middle schools and one high school
that involved 215 students.
