SUMMARY
Synopsis of Bill
Senate Bill 803 adds a new section to the Public Education Act. The bill would mandate the re-
location of the Rural Education Division of PED to the campus of New Mexico State University
(NMSU).

Significant Issue
The bill states that employees in the division would remain with PED and not employees of
NMSU.
According to PED, NMSU offers numerous programs with significant outreach components, for
example; The Regional Education Technology Assistance (RETA) program and the Center for
Border and Indigenous Educational Leadership (CeBIEL).
Although currently hampered by technological infrastructure limitations applicable throughout
the state, NMSU expertise and experience with outreach strategies could form the bases for im-
proved two-way communication between districts and the Rural Education Division.
FISCAL IMPLICATION
Senate Bill 803 does not contain an appropriation. Although PED does indicate that there would
be costs associated with relocation and travel.
ADMINISTRATIVE IMPLICATIONS
PED indicates that moving the Rural Education Division would marginalize rural education input
and influence in the decision-making process and reduce opportunities for collaboration and co-
ordination with other divisions within PED.
