SUMMARY

Synopsis of Bill

Senate Bill 802 appropriates $160 thousand from the general fund to the motor vehicle division

of the Taxation and Revenue Department for the purpose of replacing existing disability parking

placards with new numbered placards, accompanied by an identification card, stating the person

to whom it was issued and the person's driver's license number and photograph. fund.

The bill contains an emergency clause and becomes effective upon being signed by the Gover-

nor.

Significant Issues

DVR provided the following analysis of this bill:

Does not address what people with disabilities who have a parking placard must do in or-

der to obtain a replacement disability-parking placard;

•

Does not indicate what documentation is required;

•

Individuals with obvious physical or mobility impairments who present themselves to

MVD should automatically grant a special registration plate or parking placard to indi-

viduals with mobility impairments when they register at MVD. These individuals have

extreme difficulties in transporting themselves; and

•

Picture ID or some other identification card that matches the parking placard will lessen

abuse of parking placards.

FISCAL IMPLICATIONS

The appropriation of $160 thousand contained in this bill is a recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of fiscal year shall revert

to the general fund.

This bill has an emergency clause.

ADMINISTRATIVE IMPLICATIONS

Administrative procedures will have to be developed to assist individuals receive special regis-

tration or parking placard in the most timely manner.
