Synopsis of SFC Amendment
Senate Finance Committee amendment to SB799 amends the legislation by removing the appro-
priation as follows:
On page 1, line 12: removes the language “; MAKING AN APPROPRIATION”.
On page 2, lines 5 through 10: removes Section 2 in its entirety.
There is now no appropriation attached to this legislation.
Original Synopsis of Bill
Senate Bill 799 – Relating to Higher Education; Creating El Centro de la Raza at the University
of New Mexico; Making an Appropriation – enacts a new section of Chapter 21, Article 7
NMSA 1978 as follows:

The “El Centro de la Raza” is created as a service center within the Division of Stu-
dent Affairs of the University of New Mexico. The center shall provide training,
technical assistance, research assistance, student academic support in the form of in-
struction and tutoring and information dissemination for Hispanic student recruit-
ment and retention. The training, technical assistance, research assistance and infor-
mation dissemination shall be made available to persons who participate in El Centro
de la Raza. El Centro de la Raza shall prepare an annual report for the legislature
showing the progress of the center in providing services to Hispanic students."
The bill additionally seeks to appropriate $200,000 from the general fund to the Board of Re-
gents of the University of New Mexico for expenditure in FY06 to pay the operating expenses of
El Centro de la Raza. Any unexpended or unencumbered balance remaining at the end of fiscal
year 2006 shall revert to the general fund.
Significant Issues
Founded in 1969, the mission of El Centro de la Raza is to assist University of New Mexico
(UNM) students in reaching their academic goals. To accomplish this objective, it advocates on
behalf of the students, presents culture-specific outreach activities, and educates the campus
community on the diverse issues that affect Raza students attending or wishing to attend UNM.

rected to educational purposes:
