SUMMARY

Synopsis of Bill

Senate Bill 671 – Relating to Agriculture; Amending the Cotton Boll Weevil Control Act to Pro-

vide for Monitoring by the Districts – amends Section 76-6A-3 NMSA 1978 (being Laws 1996,

Chapter 77, Section 3, as amended) to read as follows:

On Page 2:

D. "cotton boll weevil control district" means a designated area duly established under

the Cotton Boll Weevil Control Act wherein a program to (page 2, line 4: insert word

monitor), suppress or eradicate the cotton boll weevil is administered;

“…the formulation of plans for the (page 3, line 1: insert word monitoring), control or

eradication of such infestation."

(1) conduct programs to (page 3, line 8: insert word monitor), suppress or eradicate cot-

ton boll weevils within their cotton boll weevil control districts;

On Page 4:

D. If the cotton boll weevil control district includes certified organic acreage, the cotton

boll weevil control committee shall select an organic (page 4, lines 9and 10: strike word

[farmer], insert words cotton producer) operating within the district, who shall have all

the powers of a committee member, to serve on the cotton boll weevil control commit-

tee.

Significant Issues

This bill modifies the definition of a Cotton Boll Weevil Control District to include responsibili-

ties where – in addition to suppression and eradication – a monitoring function is codified. The

bill additionally incorporates a monitoring function within the duties of Cotton Boll Weevil Con-

trol Committees; and – if the cotton boll weevil control district includes certified organic acreage

– notes that the affected Cotton Boll Weevil Control Committee shall select an organic cotton

producer to serve on the committee.
