SUMMARY
Synopsis of Bill
Senate Bill 556 appropriates $100 thousand from the general fund to the Governor’s Council on
Film and Media Industries for the purpose of providing training to Native American youth and
teenagers in the film and television industry, including production and writing.
Significant Issues
According to EDD, the Governor’s Council on Film and Media Industries cannot receive funds
and EDD is the appropriate entity to receive any appropriations.
According to OWTD, it cannot be determined how the population of Native American youth “ in

the film and television industry” will be identified. This phrase suggests that these individuals
are already employed in the film industry.
PERFORMANCE IMPLICATIONS
Indeterminate since there are no performance standards for the proposed project.
FISCAL IMPLICATIONS
The appropriation of 100 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to
the general fund.
ADMINISTRATIVE IMPLICATIONS
The Governor’s Council on Film and Media industries has only one part-time staff member and
is not capable of providing any kind of training or administering any kind of operational pro-
gram.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
Relates to SB 7, HB 367, and HB 517 which appropriate dollars from the general fund for film,
multimedia industry and workforce training.
TECHNICAL ISSUES
The Film Advisory Board no longer exists and the title of the bill should be changed to reflect
this.
According to PED, the drafter needs to clarify the intent of the bill outlining the benefits to be
derived from the training to Native American youths. To strengthen the bill, the drafter should
consider collaboration with the public school districts for the provision of training as an after-
school activity. PED recommends the writing component of the training be aligned with the
state’s content standards and benchmarks.
OTHER SUBSTANTIVE ISSUES
DIA reports this bill could provide a mechanism to assist with the stimulation of career devel-
opment for New Mexican Native Americans.
ALTERNATIVES
Make the appropriation to EDD for the Job Training Incentive Program.
