SUMMARY

Synopsis of Bill

Senate Bill 520 appropriates $300 thousand to the Children, Youth and families Department

(CYFD) from the general fund for expenditure in FY05 and FY06 for an our-of-school program

inventory and study.

Significant Issues

PED and CYFD report that currently, there is no comprehensive listing of all out-of-school pro-

grams in New Mexico. This information would be useful in determining service gaps and assis-

tance needed by existing programs.

According to CYFD, two years ago a legislative memorial required CYFD to establish an out-of-

school task force to study the out-of-school-time issue. The task force included representatives

from the New Mexico School-Age Care Alliance. The task force was unable to complete an in-

ventory of existing school-age programs.

The PED reports that:

Previous legislation (SJM 5 of 2001 and SM 6 of 2003) was enacted to study out-of-

school time in New Mexico. SJM 5 commissioned an assessment of public investment in

out-of-school time programming but did not track Title I funds. Further assessment to in-

clude Title I and local government funding would add important data to the study.

FISCAL IMPLICATIONS

The appropriation of $300 thousand contained in this bill is a recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to the

general fund.

ADMINISTRATIVE IMPLICATIONS

CYFD will absorb any administrative impact from this memorial with existing resources.

CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP

SB520 relates to SB435 that makes a one-time appropriation to fund a task force for out-of-

school programs.

SB520 also relates to SB530 that makes an appropriation for Santa Fe low-income after school

programs.

OTHER SUBSTANTIVE ISSUES

CYFD reports that:

In 2004, the Mott Foundation funded a study of out-of-school time issues. The study was

completed by the New Mexico Out-of-School Time Network and the New Mexico

Community Foundation. This study did not include an inventory of existing out-of-

school programs. It appears that this bill would provide additional information about pro-

gram locations and service providers.

WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL.

If this bill is not enacted, the comprehensive listing of after-school programs will not be com-

piled. Absence of this information could hamper the development of comprehensive programs

for after-school programs.
