SUMMARY

Synopsis of Bill

SB 421 appropriates $250 thousand from the general fund to the DOH/Behavioral Health Ser-

vices Division to fund the National Indian Youth Leadership Project (NIYLP) assisting Native

youth. The mission of the NIYLP is to engage Native youth in challenging activities and mean-

ingful experiences in the community preparing them for healthy lives as capable, contributing

members of their family, community, tribe and nation.

Significant Issues

DOH reports the NIYLP is a community-based nonprofit organization serving middle and high

school students in and around the Gallup area for nearly twenty years. NIYLP science-based

prevention program “Project Venture” has received numerous awards and is recognized as a

model program.

The IAD reports the NIYLP has implemented several traditional Native American approaches to

teaching and learning that both affirm the group identify of Native American people and can help

rebuild tribal communities through the efforts of their young people.

PERFORMANCE IMPLICATIONS

SB 421 assists the DOH in meeting behavioral health services performance measures to delay the

onset of alcohol, tobacco, and other drugs for youth.

SB 421 aligns with state initiatives to provide quality after-school, weekend and summer services

to students promoting physical and mental well being, safe communities and meaningful transi-

tion into the work environment.

FISCAL IMPLICATIONS

The appropriation of $250 thousand contained in this bill is a recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to the

general fund.

The NIYLP currently receives $219.5 thousand from the federal Substance Abuse Prevention

and Treatment Block Grant.

OTHER SUBSTANTIVE ISSUES

The dug and alcohol dependence rates are highest in the northwest region of New Mexico.

McKinley County traditionally leads the state in DUI arrest rates, and has the highest alcohol re-

lated death rates.

WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL.

Additional state funding will not be available through SB 421.
