SUMMARY
Synopsis of Bill
Senate Bill 383 appropriates $100 thousand from the general fund to PED for the purpose of
providing economic education instruction and other business related training aligned with social
studies content standards, benchmarks, and performance standards to public school teachers.
Significant Issues
PED assesses “teachers are responsible for the delivery of economic education as part of the K-
12 New Mexico Social Studies Content Standards, Benchmarks and Performance Standards.
Elementary teachers, in particular, may have a difficult time acquiring economic education as
part of their undergraduate teacher preparation program. This training opportunity would pro-
vide teachers with additional knowledge and skills…” Studies cited by the department find there
is a lack of economic information in the populace.

PERFORMANCE IMPLICATIONS
PED states “this bill could enhance the educator quality performance measure by providing pro-
fessional development in a content area that assists teacher in becoming more high qualified.”
FISCAL IMPLICATIONS
The appropriation of $100 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall
revert to the general fund.
The LFC FY06 appropriation recommendation is balanced between revenues and expenditures
and any increase in recurring funding must be offset by reductions in other areas of the recom-
mendation. The Legislature must consider all priorities and funding requirements to find reve-
nue to support this legislation.
PED estimates costs to develop the program would be $3.4 thousand; LFC assesses this should
be covered by the department operating budget.
OTHER SUBSTANTIVE ISSUES
PED should work with New Mexico universities and colleges to ensure this information is in-
cluded in appropriate teacher preparation courses.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL.
PED comments “if this bill is not enacted, teachers will continue to seek other opportunities to
access professional development for economic education and other business-related training that
could assist them in better meeting the needs of students in economic education.”

Is this subject adequately covered in teacher preparation courses.

Has the Commission of Higher Education be advised of a potential college curriculum
shortcoming.

What current methods are available to the districts to provide this training without this
