SUMMARY
Synopsis of Bill
Senate Bill 352 provides for corps members who have twelve full months of employment as a
corps member during a period not to exceed forty-eight months, and who have received satisfac-
tory evaluations throughout their employment to receive as additional compensation a one thou-
sand five hundred dollar ($1,500) educational tuition voucher. This is increased from the current
amount of $1 thousand dollars.
Significant Issues
At present, many corps members select the $500 cash bonus rather than the tuition assistance.
The agency would like to expand the number of members taking advantage of tuition waivers to
further educational opportunities. Raising the waiver amount to $1,500 is expected to influence
more corps members to select the voucher over the cash, resulting in a higher percentage of
youth attending institutions of higher education.

PERFORMANCE IMPLICATIONS
Enacting SB352 will assist YCC meet or exceed performance measures.
The Commission on Higher Education does not anticipate any impact on the agency. The bill
appears to address one of the Commission’s goals of access to needs-based financial aid for
higher education.
