SUMMARY
Synopsis of Bill
Senate Bill 316 appropriates $1,300.0 to Eastern New Mexico University (ENMU) for the RE:
Learning program for school improvement in all grades of public schools statewide.
Significant Issues
PED indicates that RE: Learning currently provides services in over 180 schools in 40 school
districts. The services include support to change, professional development to support implemen-
tation of New Mexico Content Standards and three-tiered teacher licensure.

According to PED the program relates to the percent of core academic subjects being taught by
highly qualified teachers under the federal No Child Left Behind Act of 2001. Relates to public

FISCAL IMPLICATIONS
Senate Bill 316 appropriates $1,300.0 from the general fund and is recurring.
The Legislative Education Study Committee includes funding for the RE: Learning program in
FY06 budget recommendation within the professional development fund. The Legislative Fi-
nance Committee made no recommendations for non-recurring funding for items that were con-
sidered recurring. The executive does not make any recommendations for FY06.

No significant administrative impact to PED.
