SUMMARY
Synopsis of Bill
SB 302 appropriates $30,000 from the general fund to the PED in FY06 to hold a statewide con-
ference on gangs and drugs for the Gadsden Independent School District in Anthony, New Mex-
ico.
Significant Issues
Data from the 2002-2003 Safe Schools Report indicate 133 gang-related criminal acts
were committed in schools.
Of the 133 gang-related criminal acts in schools, 23% were reported to law enforcement
authorities.
Data from the 2002-2003 Safe Schools Report indicate 2,015 drug-related criminal of-
fenses were committed in schools.
Of the 2015 drug-related offenses in schools, 59% were reported to law enforcement
authorities.
The PED in conjunction with the DOH sponsor three annual conferences that provide
professional development for school staff in the area of health, including violence pre-
vention, the School Health Education Institute, Health is Elementary, a School Health
Education Institute and the Head-to-Toe School Health Services Conference.

PERFORMANCE IMPLICATIONS
The PED reports SB 302 will impact the amount of time PED staff spends on technical assis-
tance, leadership and support for gang activity and drug use.
FISCAL IMPLICATIONS
The appropriation of $30 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of shall revert to the gen-
eral fund.
The LFC considers this bill a recurring appropriation because once successful; the expectation
will be that it continues.
The PED report 80 hours of an Education Administrator @ $25.06 per hour plus benefits would
be required to implement program. The appropriation of $30 thousand would flow through the
PED to the Gadsden Independent School District to hold the statewide conference on gangs and
drugs.
ADMINISTRATIVE IMPLICATIONS
PED will administer funds, monitor the project and provide technical assistance. Staff in the
Gadsden Independent School District will develop, monitor and facilitate the statewide confer-
ence on gangs and drugs. Convention planning will include scheduling the hotel, speakers, key-
note, lodging, meal functions and breakout sessions.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL.
The Gadsden Independent School District would not receive $30.0 from the PED for a statewide
conference on gang activity and drug use.
