SUMMARY
Synopsis of Bill
Senate Bill 217 appropriates $450.0 from the general fund to the New Mexico Sentencing Com-
mission for the purpose to contract for a workload measurement study that analyzes and makes
recommendations regarding equitable statewide resource needs of the Public Defender Depart-
ment, district attorneys and state courts. The study is to be updated not less than every five years
following the completion of the initial study.
The bill contains an emergency clause.

PERFORMANCE IMPLICATIONS
AOC states the study will enhance the effectiveness and accuracy of the budget preparation and
request process for the Public Defender Department, district attorneys and state courts. The
study will assist legislators in assessing the resources needed by the New Mexico criminal justice
system.
FISCAL IMPLICATIONS
The appropriation of $450.0 contained in this bill is a non-recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall revert
to the general fund.
The study is to be repeated every five years requiring future appropriations.
ADMINISTRATIVE IMPLICATIONS
PDD, AOC and AODA will be required to devote minimal administrative time to participate in
the study.
