SUMMARY
Synopsis of Bill
Senate Bill 197 appropriates $125.0 from the general fund to Department of Military Affairs for
the purpose of providing a drug demand reduction program through the Civil Air Patrol Cadet
Program for at-risk middle and high school students.
Significant Issues
The Civil Air Patrol Cadet Program for at-risk middle and high school students received a spe-
cial appropriation of $30.0 for fiscal year 2005. Currently, the program is in six schools and in-
volves 215 students in Albuquerque, Las Cruces, San Felipe and Bernalillo.
FISCAL IMPLICATIONS
The appropriation of $125.0 contained in this bill is a non-recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall revert
to the general fund.

ADMINISTRATIVE IMPLICATIONS
The proposed appropriation of $125.0 would fund the expansion of the program to include an
additional seven schools, bring the total number of schools to 13 and the total number of students
served in the program to 400.
