SUMMARY
Synopsis of Conference Committee Amendments
SB 190 as amended by the conference committee has FY06 General Fund appropriations of $32
million and FY05 appropriations of $8 million. The conference committee action included $6
million of additional non-recurring appropriations compared to the original bill as amended by
HAFC.
Some of the additions requested by the Executive included $500 thousand to cover a shortfall at
GSD’s Aviation Bureau, $250 thousand for Otero Mesa litigation, $150 thousand for a supple-
mental for the Sports Authority, $500 thousand for gang initiatives, $750 thousand for Enlace,
and $300 thousand for the drunk busters hot-line.
Other significant additions include $200 thousand for teacher education at Northern New Mexico
Community College, $1 million for small business development centers, $1 million for com-
puters in the schools, $250 thousand to resolve Native American homestead issues on state lands
and $250 thousand for geography education to be matched by the National Geographic.
The conference committee retained all original Senate items in SFC Substitute for SB190 and
HAFC amendments with two exceptions. First, all items in the bill are reduced or sanded by 5
percent. Second, at the request of the Executive, $1.1 million of their $8 million share was
shifted to Pre-K for $1 million and two other minor items. Pre-K funding is contingent on pas-
sage of HB337.
