SUMMARY
Synopsis of the SIAC Amendment
The Senate Indian And Cultural Affairs amendment clarifies that the New Mexico Music Com-
mission would be created within the Cultural Affairs Department (DCA). This addresses a tech-
nical concern that DCA identified in the original bill.
Synopsis of Original Bill
Senate Bill 167 as introduced would create a seven-member New Mexico Music Commission to
protect, promote, and preserve New Mexico’s musical traditions and music industry. The com-
mission members would be appointed by and serve at the pleasure of the governor, who would
also select the chairperson and vice chairperson. They would represent the musical traditions
and music industry of New Mexico. Members would receive per diem and mileage, but no other
compensation. The Commission would:

Appoint a director
2.
Develop a musical directory of services, venues and performances in New Mexico
3.
May propose and consider proposals for projects that will protect New Mexico’s musical
traditions or promote the music industry in New Mexico.

Senate Bill 167 appropriates $100,000 from the general fund to DCA to fund commission opera-
tions.
Significant Issues
DCA commented that the New Mexico Music Commission would provide a valuable resource
for preservation and promotion of New Mexico music. DCA points out that New Mexico has a
rich and diverse musical heritage, starting with early indigenous music and continuing through
Hispanic traditional music, country western music and early rock and roll such as Buddy Holly.
Contemporary New Mexico musicians are still achieving national and international recognition,
such as the recent Grammy awarded to drummers from Jemez Pueblo.
FISCAL IMPLICATIONS
The appropriation of $100,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to the gen-
eral fund.
ADMINISTRATIVE IMPLICATIONS
According to the DCA, the New Mexico Music Commission would be housed in the depart-
ment’s New Mexico Arts division, and would be administratively supported by its current staff
members.
