Synopsis of Bill
House Memorial 73 would request the appropriate interim legislative committee to study the fea-
sibility, roles, responsibilities and funding requirements of an independent oversight panel to as-
sist in the oversight of the Los Alamos National Laboratory (LANL) clean-up. The interim com-
mittee would be asked to consider the actions and effectiveness of other states and federal agen-
cies engaging in similar clean-ups and to include specified planning requirements, as well as
comprehensive public involvement and outreach, to provide full understanding of the process by
the public and full accountability.
Significant Issues
In the past month, the US Department of Energy and the New Mexico Department of Environ-
ment signed an agreement for a “fence-to-fence” cleanup at LANL. The agreement requires
comprehensive investigation and cleanup of environmental contamination at the northern New
Mexico lab. That includes remediation of disposal areas and contaminated ground water. The
deal sets a cleanup completion date of 2015.
This memorial would create a legislative entity to oversee progress on the clean-up.
