SUMMARY
Synopsis of Bill
House Memorial 48 requests that the Administrative Office of the Courts, the Department of
Public Safety, the New Mexico Association of Counties and the New Mexico Municipal League
elect a chairperson and study the issuance, delivery, entry into the New Mexico criminal infor-
mation center, service and housing of all warrants issued by the courts in the state of New Mex-
ico.
The study would include representation of dispatchers, tribes and pueblos, magistrate judges,
municipal judges, district judges, the New Mexico sheriffs’ and police association and the New
Mexico association of chiefs of police.
The memorial requests AOC, DPS, the New Mexico Association of Counties and the New Mex-
ico Municipal League determine what, if any, changes are needed and that a report of the find-
ings shall be submitted to the appropriate interim Committee no later than November 1, 2005.

Significant Issues
AOC reports that warrants are issued by the courts of New Mexico every year; and that those
warrants are entered into various New Mexico criminal information centers by dispatchers
throughout the state. AOC further reports that warrants issued by the courts of this state are
housed in both consolidated and non-consolidated dispatch centers and that there are consider-
able differences in how warrants are handled in different parts of the state.
A statewide study on the process of issuance, delivery, entry into the New Mexico criminal in-
formation center and service and clearance of warrants could help determine if changes are
needed to the way warrants are handled.
PERFORMANCE IMPLICATIONS
In the long term a study could improve the coordination efforts related to warrants in NM. In the
short-term the study could decrease performance of the agencies proposed to be involved in the
study due to time taken away from other duties.
FISCAL IMPLICATIONS
There is no appropriation proposed in the Memorial.
Fiscal implications could be faced by AOC, DPS, NMAC, NMML in providing personnel to par-
ticipate as needed.
ADMINISTRATIVE IMPLICATIONS
AOC, DPS, NMAC, NMML could incur administrative costs to provide personnel to participate
as needed in the study.
OTHER SUBSTANTIVE ISSUES
The Memorial does not specify what the proposed changes should accomplish such as greater
cost savings, efficiency, information sharing, parallel processes elimination,coordination be-
tween agencies and jurisdiction levels.
