SUMMARY
Synopsis of Bill
House Memorial 2 resolves that the time has come for the United States Congress to fund the
lofty mandates of the No Child Left Behind (NCLB) Act or to accept a measure of responsibility
for failing to achieve them, the New Mexico congressional representatives be advised their sup-
port for full funding or relaxed standards is expected by New Mexico taxpayers, and copies of
this memorial be transmitted to the Secretary PED, all New Mexico school districts, members of
the New Mexico congressional delegation, the President of the United States, and the United
States Secretary of Education.
Significant Issues
The memorial states estimates from other states that do not share New Mexico’s language chal-
lenges indicate the federal NCLB Act requires an additional expenditure per student between
$575 and $1,032, although federal funding has provided only between $7 and $77 per student.
