SUMMARY
Synopsis of Bill
House Joint Resolution 17 authorizes a constitutional amendment to Article 12, Section 13 to
expand the board of regents at New Mexico State University to seven members, instead of five.
The amendment would be subject to a vote at the next general election or at a special election
called to consider the measure.
The amendment specifies six members would be qualified electors of the state and one would be
a member of the student body. Terms of office for non-student members would be six years,
with a two-year term for the student regent. At the time of appointment, no more than four re-
gents would be members of the same political party. Regents would be nominated by the gover-
nor and subject to consent of the Senate. The student regent would be selected from a list pro-
vided by the president of the university, including consideration of the recommendations of the
student body president. Regents currently serving would be permitted to serve a complete term.
The bill would also authorize other technical clean-up changes to the constitution, specifically
the name change to New Mexico School for the Blind and Visually Impaired as approved by vot-
ers in November 2004.
