Synopsis of Bill
House Joint Memorial 104 requests that the Legislative Council Service and certain state agen-
cies meet to discuss technical issues of mutual concern regarding the capital outlay process.
Significant Issues
House Joint Memorial 104 requests that the Legislative Council service convene a working
group made up of staff of the Legislative Council Service, the Legislative Finance Committee,
the Department of Finance and Administration, and all other relevant agencies to discuss techni-
cal issues related to the capital outlay process.
The Joint Memorial directs that the working group review the language describing projects, the
timeliness and readiness by the grantees for commencing and completing capital projects, and
any other information that will assist policymakers in making more informed decisions regarding
capital requests. The working group is to consider the concerns of the chairs, members and staff
of standing legislative committees that review capital requests in their deliberations and findings.
The staff findings and recommendations are to be reported to the New Mexico Legislative Coun-
cil prior to the Second Session of the Forty-Seventh Legislature.

ADMINISTRATIVE IMPLICATIONS
All the state agencies requested to participate in the working group currently have staff represen-
tatives who are familiar with the capital outlay process and the technical aspects of capital re-
quests. Their time and participation should have a minimal administrative impact on the agen-
cies.
RELATIONSHIP
House Joint Memorial 104 relates to House Bill 499 and Senate Bill 9. Both the Senate bill and
the House bill propose changes to the capital outlay process.
