Synopsis of Bill
House Joint Memorial 99 expresses condolences on the death of former legislator John Mershon
who served in the New Mexico House of Representatives for twenty-four years (1958 through
1982) and provided extra-ordinary service to his state and his community. HJM82 resolves that
a copy of this memorial be transmitted to Milicent, his wife, and to William and James B. Mer-
shon, his sons.
Significant Issues
During his twenty-four career a state representative, Mr. Mershon exercised considerable influ-
ence in the adoption legislation, especially in the development of policies that impact the appro-
priation of the state’s resources. He chaired one of the most powerful committees in the House,
the House Appropriations and Finance Committee and is credited with creating the professional
staff of the Legislative Finance Committee. He also as a member of various other committees
such as the Tax Study Committee (1973) and the House Energy Committee (1975 & 1976).
In addition to his numerous contributions as a legislator, Mr. Mershon was a successful busi-
nessman in the real estate banking.
Possessed of many interests, Mr. Mershon devoted time and energy to community service in the
Cloudcroft area. He helped found the Sacramento Historical Society, was instrumental in getting
