Synopsis of Bill
The House Judiciary Committee Substitute for House Joint Memorial 85 requests the Corrections
Department study the recidivism rates and the program requirements and outcomes in the public
and private prisons in New Mexico. The study is to analyze data collected over a three year pe-
riod. The Corrections Department is to collaborate with New Mexico Sentencing Commission
and the Institute for Social Research at the University of New Mexico to develop best-case prac-
tice criteria for the study that take into account the probation and parole transitions of prisoners.
The Corrections Department is to report the results of the study, including any legislative rec-
ommendation, to the appropriate interim committee.
PERFORMANCE IMPLICATIONS
The study could give the Correction Department best practices to implement in public and pri-
vate correctional facilities in New Mexico. These best practices could assist the Corrections De-
partment with their performance measure to stabilize recidivism.
FISCAL IMPLICATIONS
The Corrections Department will incur the cost of the study.
