SUMMARY
Synopsis of Bill
House Joint Memorial 75 requests the RLD and the AGO, in consultation with the national ele-
vator industry and the international union of elevator constructors, to study the law, building
codes and rules governing the regulation of the elevator industry to determine if existing provi-
sions adequately protect the public. The memorial calls on RLD to report its findings and rec-
ommendations by December 1, 2005.
Significant Issues
According to RLD, there is no state inspection of the operation of elevators. The construction
industries division inspects the construction of elevator shafts, but the actual mechanism is not
considered construction under the Construction Industries Licensing Act. There is no state
agency currently charged with the responsibility for ensuring that the operation of elevators is
correct at the time of installation, nor for ensuring their continued maintenance to a minimum
standard.
