SUMMARY
Synopsis of Bill
House Joint Memorial 60 requests the Public Education Department, Commission on Higher
Education (CHE), the Department of Health (DOH) and representatives of the institutions listed
in Article 12, Section 11 of the New Mexico Constitution collaborate by developing and provid-
ing youth suicide prevention training programs for teachers and students. It requests the devel-
opment and implementation of suicide prevention and response protocols and programs in all
New Mexico public schools and universities and that a report be presented to an appropriate in-
terim legislative committee no later than November 2005.
Significant Issues
According to PED, nationally, approximately one in five teens thinks about killing himself, and
approximately one in 10 makes a suicide attempt.
In New Mexico in 2003, 14.5% of surveyed adolescents said they had attempted suicide in
the previous 12 months and 21 % had seriously considered killing themselves in the previous
12 months.

In 2002, New Mexico ranks number five, for all ages in suicide rates.
In 2001, New Mexico ranked 12
th
in the nation in the rate of youth deaths, ages 15-24, due to
accidents, homicides and suicides.
FISCAL IMPLICATIONS
HJM-60 does not carry an appropriation. PED indicates that in order to develop and implement
youth suicide prevention programs for teachers and students and develop and implement suicide
response protocols and programs in all public schools and universities would require the depart-
ment to identify additional resources within the department to meet the intent of the legislation.
ADMINISTRATIVE IMPLICATIONS
If HJM-60 is enacted, PED, CHE, and DOH would collaborate to develop and implement suicide
prevention and response protocols.
