Synopsis of Bill
House Bill 1071 enacts a new section of the Concealed Handgun Carry Act o provide an excep-
tion for certified law enforcement officers to the following requirements of application fee, re-
newal fee and firearms training course.

AOC states it is unknown if the enactment of the proposed legislation would impact performance
measures as they relate to judicial budgeting.

AOC reports there will be minimal administrative cost for statewide update, distribution and

AOC reports the proposed legislation relates to House Bill 641 and House Bill 908.
House Government and Urban Affairs Committee amendment to House Bill 641 addresses the
issues of licensing current and retired law enforcement officers making it a duplicate of House
Bill 1071.
OTHER SUBSTANTIVE ISSUES
DPS states current state law does not require law enforcement officers to obtain carry and con-
ceal licenses. DPS reports at the federal level current and retired law enforcement officers are
authorized under certain conditions to obtain carry and conceal licenses. DPS states confusion
exists over retired law enforcement officers in regards to liability.
