SUMMARY
Synopsis of Bill
House Bill 1062 amends the Election Code to require that a voter’s thumb or finger be marked
with indelible ink after the voter casts a ballot in an election. Thus, a person whose finger is al-
ready marked with indelible ink would not be allowed to cast a ballot on Election Day. The bill
further requires the Secretary of State to establish procedure implementing the provisions of the
bill.
Significant Issues
The Secretary of State’s analysis did not include an estimate for the cost of the indelible ink.
LFC staff estimates the cost of such ink and administering the ink to voters on Election Day
would be minimal.
