SUMMARY
Synopsis of Bill
House Bill 1056 enacts a new section of the criminal code to prohibit certain conduct concerning
anhydrous ammonia, an ingredient in crystal methamphetamine. The proposed legislation makes
it a third degree felony to steal, purchase, possess, transfer or distribute any amount knowing or
having reason to know it will be used to unlawfully manufacture a controlled substance. Also,
the proposed legislation makes it a third degree felony to place, have placed, transport or possess
anhydrous ammonia in a container that is not designed, constructed, maintained and authorized
to contain or transport anhydrous ammonia.
PERFORMANCE IMPLICATIONS
AOC states the proposed legislation may have an impact on the measures of the district courts in
the following areas: cases disposed as a percent of cases filed, percent change in case filings by

case type, and clearance rate.
AODA states the proposed legislation could result in more cases referred to the District Attor-
ney’s Offices.
FISCAL IMPLICATIONS
AOC states there will minimal administrative cost for statewide update, distribution, and docu-
mentation of statutory changes. Any additional fiscal impact on the judiciary would be propor-
tional to the enforcement of this law and commenced prosecutions.
ADMINISTRATIVE IMPLICATIONS
AOC reports new laws, amendment to existing laws, and new hearings have the potential to in-
crease caseloads in the courts requiring additional resources to handle the increase.
