SUMMARY
Synopsis of Bill
House Bill 1037 appropriates $5 thousand from the general fund to VSD for the purpose of pur-
chasing equipment for the honor guard members for use at the Santa Fe National Cemetery.
Significant Issues
VSD states that honor guards, funded in part by the operating budget of VSD, attended almost
1,400 veterans’ burials in FY04. Honor guards are volunteers and need to purchase uniforms,
rifles, blank ammunition, flags, stands, bugles and other needed equipment. Estimated costs per
individual are $500. This bill would outfit ten additional honor guard members for services the
Santa Fe Cemetery.
PERFORMANCE IMPLICATIONS
This bill relates to the VSD measure on the number of veterans impacted by VSD services.

FISCAL IMPLICATIONS
The appropriation of $5,000 contained in this bill is a non-recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall revert
to the general fund.
ADMINISTRATIVE IMPLICATIONS
VSD will have to work with veterans groups providing honor guards at the Santa Fe National
Cemetery to purchase equipment items.
ALTERNATIVES
A possible alternative would be to create a fund for this purpose that does not revert and periodi-
cally appropriate non-recurring funds to replenish the fund as needed.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL.
Honor guards may not be able to purchase needed equipment.
POSSIBLE QUESTIONS
1.
VSD pays for veterans honor guards throughout the state, should the scope of the bill be
expanded to cover all veterans honor guards funded, in part, by VSD.
