SUMMARY
Synopsis of Bill
House Bill 1032 appropriates $15,777,168 from the general fund to Department of Public Safety
for the purpose of increasing the number of state police officers and address additional support
staff needs associated with the expansion.
PERFORMANCE IMPLICATIONS
DPS reports the expansion of additional state police officers and support staff would greatly as-
sist the Department in its vision of “Keeping New Mexico Safe through Safer Roads and Safer
Communities”, and would provide a positive impact on New Mexico and performance of the
Department.

FISCAL IMPLICATIONS
The appropriation of $15,777,168 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall revert
to the general fund.
ADMINISTRATIVE IMPLICATIONS
DPS states recruitment efforts for new State Police officers has been impacted by the ability of
certain cities and other political subdivisions being able to offer candidates better pay package.
DPS reports the issue of competitive salaries is being addressed during the current legislative
session. DPS states unless this is addressed the Department’s ability to fill vacancies and to meet
the demands of the proposed expansion in one fiscal year is not attainable under the existing
conditions. DPS reports competitive pay would greatly assist in the recruitment and retaining of
qualified officers.

ALTERNATIVES
DPS states an alternative to the proposed legislation is a multi-year implementation plan over
204 years and gradually increasing manpower.
