SUMMARY
Synopsis of Bill
House Bill 1028 modifies the Juvenile Community Corrections Grant Fund by removing the re-
view panel. The review panel, also known as the Community Corrections Advisory Panel
(CCAP), is responsible for making recommendations to the CYFD Cabinet Secretary regarding
applications for funding. The panel includes juvenile corrections, judiciary, law enforcement,
local and tribal government, interested organizations and the general public. The CCAP is the
panel for both juvenile and adult community corrections. The panel oversees state funding rec-
ommendations.
Community Corrections is a critical component of the Juvenile Justice System that provides ad-
ditional programming and assistance to clients on probation and parole in communities state-
wide. Community Corrections funds client supervision, case management, drug testing and
other family focused services statewide. Clients are approved for entry into the program through
local panels.

Significant Issues
The board is comprised of twenty-one members including juvenile and adult representation.
Eight members serve as representatives for juveniles. The board meets three times each year.
The existing contractual service and grant award process established within CYFD will assume
the responsibilities of the panel if the panel is eliminated.
FISCAL IMPLICATIONS
Cost savings will be realized if the board is eliminated. In FY04 the mileage and per diem ex-
penditures for the board was $2 thousand dollars.
ADMINISTRATIVE IMPLICATIONS
CYFD supported the panel with approximately 100 hours of staff time.
