SUMMARY
Synopsis of HJC Amendment
The House Judiciary Committee Amendment excludes The Interagency Committee on Long-
Term Care from the provisions in the bill eliminating certain health advisory committees.
Synopsis of Original Bill
House Bill 1008 repeals sections of the Medical Student Loan for Service Act and the Health
Professional Loan Repayment Act establishing the Health Professions Advisory Committee and
deletes references to this committee in programs, including the Medical Student Loan for Ser-
vice, Osteopathic Medical Student Loan, Nursing Student Loan for Service, the Allied Health
Student Loan for Service, as well as references within the Health Professional Loan Repayment
Act. These programs are currently administered by the New Mexico Commission on Higher
Education (NMCHE). HB 1008 eliminates the NMHPC’s Advisory Committee on data matters
and the Health Information Alliance established under the Health Information System Act. The
Interagency Committee on Long-Term Care and the Adult Protective Services Advisory Board
are also eliminated.

Significant Issues
HB 1008 streamlines certain agencies by repealing specific advisory committees or boards that
are outdated and no longer serve their originally intended purpose, and does not impact the man-
ner in which the programs are currently administered. NMCHE has been administering the mul-
tiple Loans for Service Programs since the Allied Health Professional Loan for Service Act was
enacted in l995.
Additional changes would include the elimination of the Health Information System Advisory
Committee (HISAC) and the Health Information Alliance established on behalf of the HPC.
The Health Information Alliance has not been functional for several years. According to the
HPC, the HISAC meets quarterly and serves a useful purpose.
PERFORMANCE IMPLICATIONS
The NMHPC reports that the Commission will not suffer from the repeal of these committees.
FISCAL IMPLICATIONS
The HPC indicates they have not reimbursed nor paid per diem to any HISAC member for par-
ticipating in the committee, and reports no financial benefit from repeal. HPC indicates the
committee will continue to meet as they have been, even though they no longer would be statuto-
rily required to do so. From this comment it appears the HPC will continue to absorb costs re-
lated to this effort.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL.
The Medical Loan for Service and the Health Professional Loan Repayment program statutes
will not be consistent with current practice.
