SUMMARY
Synopsis of Bill
House Bill 982 authorizes a targeted expansion of the lottery tuition scholarship program. Spe-
cifically, the bill expands the window of eligibility between high school graduation (and GED
attainment) and enrollment in a public, post-secondary educational institution to full-time resi-
dent students who are officers of the New Mexico Future Farmers of America (FFA) organiza-
tion. The window of eligibility would be 460 days, compared to the 120 day window of eligibil-
ity for other eligible students, for a difference of 340 days.
FISCAL IMPLICATIONS
The bill does not contain an appropriation; however, the fiscal cost to the lottery scholarship fund
is estimated as minimal. The state association of the New Mexico Future Farmers of America
has a maximum of 8 officers elected to statewide office in a given year that might be eligible for
the window as defined in this bill. In effect, lottery expenditures would decline when these indi-
viduals did not continue directly from high school to college, but would be additional to the base
when they continue on to college.
