SUMMARY
Synopsis of Bill
House Bill 975 appropriates $400 thousand from the general fund to the Department of Cultural
Affairs for the purpose of assisting the city of Albuquerque in supporting the efforts of local the-
atrical companies to perform as well as conduct educational and cultural exchange outreach ac-
tivities at the city’s tricentennial celebration. The bill is an emergency measure to take effect
upon being signed by the Governor.
FISCAL IMPLICATIONS
The appropriation of $400 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY 06 shall revert to
the general fund.

OTHER SUBSTANTIVE ISSUES
According to DFA, the tricentennial is the 300th birthday celebration of the City of Albuquerque,
and will be commemorated from April 2005 through April 2006. The Albuquerque Tricenten-
nial Committee has asked organizations to provide input on events and activities for inclusion in
the celebration. Over the past several months, volunteers have formulated a calendar of events.
The focus for the month of March, 2006 is to be theatre arts.
DCA writes, “Projects implemented through the Department of Cultural Affairs would enhance
the ongoing programming of the department and its National Hispanic Cultural Center, whose
Performing Arts program has as its mission the presentation and production of musical, theatri-
cal, dance and multidisciplinary performances and events that preserve and promote Hispanic
cultures in New Mexico, the nation and the world.”
