SUMMARY
Synopsis of Bill
House Bill 964 appropriates $30,000 from the general fund to the Cultural Affairs Department
(DCA) to help the City of Albuquerque sponsor a national poetry slam.
Significant Issues
The National Poetry Slam will be held in Albuquerque on August 10 – 13, 2005. The National
Poetry Slam was held in St. Louis in 2004, in Chicago in 2003, in Minneapolis in 2002, and in
Seattle in 2001. The National Poetry Slam attracts over 350 poets from across the United States
and from many foreign nations for competitions and hundreds of other participants and specta-
tors.
DCA noted that this event could conceivably serve as a boost to the economy and cultural envi-
ronment of the City of Albuquerque as well as the state. It could also serve to help New Mexico
gain national recognition and prestige. Individuals from around the nation would travel to Albu-
querque to compete and participate in this competition. Albuquerque and New Mexico already

have vibrant literary traditions, and this event could help foster these longstanding traditions.
PED indicated this event might provide an extended classroom activity for our schools/teachers
and give our students an opportunity to engage in reading their own poetry to a large audience.
The Tourism Department indicated a general support for activities that promote tourism to the
state.
FISCAL IMPLICATIONS
The appropriation of $30,000 contained in this bill is a non-recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY06 would revert to
the general fund.
ADMINISTRATIVE IMPLICATIONS
DCA would probably administer the funds as a sole source contract.
