SUMMARY
Synopsis of Bill
House Bill 953 – Making an Appropriation to Eastern New Mexico University for a Bachelor‘s
Degree Program in Athletic Training – appropriates $75,000 from the general fund to the Board
of Regents of Eastern New Mexico University for expenditure in FY06 for the operation of a
bachelor's degree program in athletic training. Any unexpended or unencumbered balance re-
maining at the end of FY06 shall revert to the general fund.
Significant Issues
The National Athletic Trainer’s Association indicates that athletic training continues to grow as a
profession, and that as society notes the importance of health for all people, certified athletic
trainers are finding their skills and qualifications as allied health professionals can be utilized in
many fields. Accordingly, beyond the traditional job settings of colleges and secondary schools,
athletic trainers have emerged in clinics, offices and even industrial settings.

The athletic training program at Eastern New Mexico University (ENMU) fully supports all ath-
letes for injuries and rehabilitation and, in 1997, the university built new training facilities. The
athletic training facilities now include a separate room for whirlpool baths and ice machines, and
the facility has the capability of treating over 350 student athletes and includes an area for reha-
bilitation exercises.
Currently, ENMU athletic training is not a curriculum program. This legislation seeks to expand
the curriculum to the bachelor's degree program level.
This project is not included in the CHE 2005-2006 Higher Education Funding Recommendation.
FISCAL IMPLICATIONS
The appropriation of $75,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to the gen-
eral fund.
ADMINISTRATIVE IMPLICATIONS
Eastern New Mexico University will retain oversight of this appropriation.
