SUMMARY
Synopsis of Bill
House Bill 931 – Making an Appropriation to Establish and Implement a Mathematical Educa-
tional Specialist Program at Eastern New Mexico University – appropriates $65,000 from the
general fund to the Board of Regents of Eastern New Mexico University for expenditure in FY06
to establish and implement a mathematical educational specialist program. Any unexpended or
unencumbered balance remaining at the end of FY06 shall revert to the general fund.
Significant Issues
CHE indicates that activities to be funded in this proposal are currently recommended for fund-
ing through the Instruction and General (I&G) higher education funding formula within the Gen-
eral Appropriation Act. Funding of this program without consideration of similar needs at all
institutions could weaken the equitability and thus the integrity of the I&G formula.

CHE further notes that this request was not in the list of priority projects submitted by Eastern
New Mexico University to the commission for review. Accordingly, this request was not in-
cluded in the commission’s funding recommendation for FY06.
FISCAL IMPLICATIONS
The appropriation of $65,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to the gen-
eral fund.
ADMINISTRATIVE IMPLICATIONS
Eastern New Mexico University will retain oversight of this appropriation.
